People's government of Taizhou, Zhejiang cornered the farmers by appointing the lower gov’ to embezzle 500 mu protected farmlands and to sell them at ¥1200,000/mu.
Taizhou Municipal Bureau of Land and Resources, “appointed” by the municipal government, embazzled 33 acre basic grain field illegally by forging the construction blueprint of the city and land expropriation contracts. The buareau also colluded with the mayor of Qianhong Village at Hongjia Road and then reported only 10.8 acre farmlands to the upper government. 29 million RMB, provided by the local financial department, was diposited in the bank for the secret withdrawal of 3 million by the local village leaders. The remainder of 597.1 million was all divided by the government insiders.
The noncontratual fields, without the consent of the farmers, was expropriated with force by the administration illegally. Selling the law-protected lands, defying the law, yet the bureau was actually shored up by the local government. Therefore the local leaseholding farm households united to resort to upper courts, but were dissapointed by the final judgement made by the highest court. It ordered the provincial government to handle the case, then the task was passed on to the local government again. As a sinner can never be rehabilitated by self-examination, the smart local government seized the time to twist the fact, fully exert the “function of the government”, and dizzied the leaseholding farmers by their administrative measures.
A China with legality and humanity is nothing but an empty talk, as an explicit illegal act would inevitably entail explicit sheltering. It’s just another story of an autocratic government.
In accordance with the law of land administration, one must get the approval from the State Council if he is to expropriate the basic fields. Moreover, China is a populous country lacking in land resourses, especially in Zhejiang province. Since lands are the foundation of our nation, the origin of life, any impropriety will only do harm to our mother nature. Even so, there are still heinous people keep creating stirs.
We need to reconsider whether such officials could bring us the ideal life in our 1.4 billion compatriots’ minds. I could almost see that our posterity are menially stuggling for RMB in a seemingly prosperous China.
