The development problem has been concerned generally all over the world. Most of the developing countries have achieved a lot in developing national economy, improving poverty status, and dwindling the economic gap compared with the developed countries after they got independent. Some of the countries have made economy “fly off” come true, even created "miracles”. Economic increase is the basis in social development, but it is not certain to cause development. In order to avoid the phenomenon “only economic increase, but no development”, the countries all over the world can regard persistent development as a major choice in national micro economic development tactics and realize that human kind needs a way of persistent development. This is a major transition in human views about development, which makes far-reaching historic sense.

However, as far as environment protection is concerned, the problems in developing countries appear more serious. In particular, some of the developing countries have not realized profound connotations of persistent development, or they have not got further of it and can not implement efficiently. Therefore, when new economic development tactics are needed to be produced in future, persistent development could be regarded as an outstanding point, which is also an urgent and arduous task faced by most of the developing countries.
