向百姓借钱修路14年未还，何以取信于民？（晓风诏昕/原创）据媒体报道：黑龙江兰西县向百姓借1323万修路款，14年未归还。当年兰西县政府向全县百姓借资筹款修路，而今省内已经取消了全部政府还贷二级公路的收费，可是向百姓的借款却一分未还，且遥遥无期。不禁要问：借款不还，何以取信于民？
社会主义市场经济体制条件下，政府是宏观调控的主体，主要从事服务的职能。政府向社会借资修路是本是一项“民心工程”，“人民公路人民建，建好公路为人民”，“取之于民，用之于路，为民造福”，这不仅仅是一句口号，而是需要实实在在的行动，不能给百姓带来负担，更不能危害百姓；不能失信于民，更不能损害百姓的利益。据说当时的县领导也承诺，“3年内利用所收车辆通行费用一次性偿还”。时至今日，五个三年即将到来，14年前的借资款项至今尚未偿还，政府的承诺也没有及时兑现，由此不能不让人心生疑虑：14年来的公路收费哪里去了？为何向百姓借款14年后至今不还？此事何时了！
在社会领域，政府的诚信是大信用，政府信用直接关系到政府在老百姓心目中的地位和形象的大问题，其危害远远大于个人的失信。诚信也是发展市场经济和为人处事的不二法则，“言必信、行必果”是古人的遗训，“说了算、定了干”应该是政府的行为准则。“有借有还、还本付息”是资金融通的基本原则。我们尚且不论当初兰西县向百姓借款集资修路是否符合法定程序，但是政府出面操作这件事，本身就是以政府信用作为担保，怎么能“有借不还”呢？县政府失信于百姓14年，这个损失由谁来承担呢？必须为百姓有一个说法，问题必须有一个圆满的解决！有承诺不兑现，还有什么诚信可言？是否需要来一个责任追究、一查到底，才能够顺民心、得民意，才能够取信于民、为民造福。

Under the conditions of socialist market economy system, government is the main macro-economic control, mainly carrying out the duty of providing services. The government borrowing money to build roads was actually a "people-supported project", "People's roads are built by people, build the roads for the people", "Spend what you get from the people on the roads, and bring benefits to the people". This is not merely a slogan shouting, but real action is needed. One should not bring burden to the people, and also must not harm the people; never lose confidence of the people, and never harm the interest of the people. Reportedly, the then county leadership had also promised, "a one-off repayment would be made from the toll fees within 3 years." But until now, nearly 5 times the 3-year period, the loan made 14 years ago has not been repaid yet, the government did not honour its promise, the people therefore cannot but become doubtful: Where have all the toll fees gone to? Why hasn't the loan from the people been repaid yet after 14 years? When will this matter be settled?
In the society, the government's credit is of prime importance. It directly concerns the important question of how people perceive the position and image of the government, and the harm it can bring is far more severe than that of personal back down on promises. Good faith is also the only rule for developing market economy and conducting business. "True in word and resolute in deed" is the teachings left behind by the ancients, "Keep to the word, carry out what has been decided". The basic principle of finance is "Make loan and repay loan, including principal and interest". We shall leave aside the question of whether or not the Lanxi county borrowing money from the people to build roads then was in compliance with the legal procedure, but as the government came forward to handle the issue, it was virtually the guarantee of credit by the government, how can it be "loan without repayment"? The county government backed down on its promise to the people for 14 years, who shall assume this loss? An explanation must be given to the people, and the issue resolved satisfactorily! Making promises without honouring them, what faith is there to talk about? How about having an inquiry and a thorough investigation? Only then can the government have the morale and favourable public opinion, gain trust of the people, and bring benefits to the people.
