据俄新网6月30日报道，俄罗斯政府批准俄国防部在协议基础上使用军用航天系统和设备，并召集军队成员以完成从拜科努尔航天发射场发射载有火卫一土壤探测器的运载火箭天顶-2SB号。一同搭载这班火箭升空的还有中国的“萤火一号”火星探测器。俄罗斯总理弗拉基米尔·普京已经签署了相关政府令。
俄新网报道说，发射计划在2009年10月进行。
俄罗斯政府委任联邦海关局保障进入俄罗斯海关领土的中国萤火一号微型卫星及其辅助设备的清关手续和海关检查，对关税和其他税款进行全免，予以绝对放行并禁止带有经济色彩的扣押。
政府令中写道，进入拜科努尔航天发射场发射区域的外国专家根据现有规定予以通行。
计划在2009年10月从拜科努尔航天发射场由天顶号火箭发射升空的火卫一土壤空间探测器的任务是，从火卫一向地球运送土壤样本从而对其进行实验室研究。

The Russia Govermentratified to launch the rocket with china-made Mars Probe
According to Russia's new Network reported on June 30th,the Russia Goverment ratified the Ministry of Defense of Russia to use the military space systerm and equipment on the basis of the agreements,and call in the arms to complete the task of launching the Russia carrier the Zenit rocket with the Russian aerocraft Phobos-Grunt soul space probe ,together with Chinese Yinghuo-1 Mars probe.The Russian Prime Minister Vladimir Putin has already signed the relating goverment orders.
According to Russia's new Network repoted, the plan of launching the probe will be held in October ,2009.
The Russia Goverment appointed the Federal Customs Buruea to protect the procedure and the custom check of Chinese Yinghuo-1 micro-satellite and its accessory equipments entering into Russia,free all the tariff and other tax ,give it a green light and forbid all economic color detain.
The Russia Goverment Order says , the foreign experts who enter into the launching region in Baikonur Cosmodrome will be permitted.
The task planned to launch the Russian aerocraft Phobos-Grunt soul space probe by a Russian carrier Zenit rocket in Baikonur Cosmodrome ,is that brings some Mars soul sample to the earth to carry out the lab-study.
